Completion criteria are the #1 issue for service contracts: “how do you know if the services are completed or if more work is needed?” Sounds simple, right? You are a government employee tasked to create a “Statement of Work” for the procuring of services to design a new widget. What event(s) constitute completion of the widget? What rights/obligations should the government have if the widget does not work?

Statement of work is the statement that outlines a service of expectation from the supplier by indicating the type of level and the services of quality. For the services to be known to be completed is through looking at the result which can be acquiring the output that was intended. Another way in which the service is completed is through analyzing the resources which were required and also in the supervisor can check when service is accomplished. In the preparing of the statement of work for the government in the department that I am holding it will include specific activities that need to be carried out in the project. It will also include deliverable and timelines for a vendor providing services to the customers. The services through the widget will through guiding and showing how the widget works to deliver quality services. The rights and obligation that should be put in place by the government when the widget does not work include the measures of controlling other forms of delivering the same service to its people.

Using the SOW for procuring of services to design a new widget will establish specific tasks that must be performed by the contractor in order to fulfill the terms of the contract. The SOW will address the scope, performance of task and delivery of services, technical data, and hardware. The contractor’s performance shall be evaluated in accordance with the contractor’s adherence to the requirements stated in the SOW. The SOW should precisely indicate what results the government expects. If these results are not up to standard the CO should reject supplies or services not conforming in all respect to contract requirement (See FAR 46.407).
