Punishment vs. Treatment

Forum #6: Evidence seems to point that despite the fact that get tough policies were designed to protect the social welfare of society they have failed to do so. Central to this argument are three points, the lack of cost effectiveness in punitive interventions as compared to clinical interventions; the lack of a deterrent effect; and they fail to prepare adolescents for adulthood. Provide your thoughts on this evidence. Do you feel based upon the evidence that the punitive justice system has failed to reduce juvenile crime? If so why? Do you feel that rehabilitation can succeed where punitive punishment failed when it comes to crime reduction?
